Abstract

This study was motivated by the importance of pesticide availability as a means of production in supporting agricultural activities, particularly for rice and oil palm farmers. Uneven pesticide distribution, price disparities, limited access, and a lack of information regarding pesticide use can pose problems that affect the sustainability of farming operations. Therefore, a system of pesticide distribution is required that not only ensures product availability but also takes into account aspects of equity, affordability, safety and protection for farmers. The implementation of pesticide distribution to rice and oil palm farmers in Sambas Regency has generally been carried out, but aspects of equitable access, affordability, product availability and the equitable dissemination of information remain crucial to achieving a fair pesticide distribution system. 2) Equity in pesticide distribution, as viewed from the aspects of access, availability, price and service to rice and oil palm farmers in Sambas Regency, can be said to be in place, but is not yet fully optimal, particularly in terms of equitable access, stability of supply, affordability and the quality of service provided to rice and oil palm farmers. 3) Factors supporting and hindering the implementation of equitable pesticide distribution for rice and oil palm farmers in Sambas Regency include, amongst those supporting equitable distribution, the availability of agricultural kiosks or shops, the smooth flow of supplies from distributors, farmers’ demand, the availability of information, and farmers’ experience. Meanwhile, hindering factors include limited availability of pesticide types, relatively high prices, distance and transport costs, limited technical information, and differences in farmers’ economic capacity. These factors indicate that efforts to achieve equitable pesticide distribution require the involvement of various stakeholders, including the government, distributors, retailers, extension workers, farmers’ groups, and the farmers themselves. Equitable distribution must be directed towards ensuring that rice and oil palm farmers have more equal opportunities to obtain pesticides suited to their needs, at affordable prices and with adequate service and information.
